I have had this exact problem with award travel on Fiji Airways, so does it happen with all partners?

Edit: I decided to book the extra segment using 10500 Avios plus $0 rather than 12500 Alaska miles plus partner fee. I can get all the Avios I need from Capital One points. Alaska miles are harder to obtain since the long ago days of Marriott Vacation Packages and redepositing the hotel awards. That was fun.
You can add a free stopover to existing ticket, but the partner but the partner liaison desk has to call JAL to request it.

This was in Oct 22, and it took 4 huca’s before I would reach the partner desk and then have them admit it could be done if they called. The first agents said they could go everything the mission could do (not true) and the liaison was trying to take the easy way out.
