In Europe, I've had to pay a per person tax at check in/out at Hilton Dubrovnik, Hilton Barcelona, Hilton Antwerp on full points bookings.

On advance purchase rates, Hiltons in Belgium, Netherlands, Germany, Italy and Malta have charged me the ex-tax amount in advance and made me pay the tax separately on arrival.
