That comparison is not the same at all - I'm not aware of any employer which voluntarily pays any tax for their employees when they are not obliged to (the one exception I can think of is tax equalisation in expat agreements). There is no principle where hotels pay tourist taxes which are applied on tourists (indeed, the legality would be somewhat questionable in some cases), and I have never heard of a single exception to that, although I'd be interested if there are some. Search this forum and you will see tens of discussions about this from tourists to Europe who have it explained to them that this is normal.
I don't think there's any persuading you, so I'll leave it here. I wouldn't want to be the receptionist on your next visit to a continental European city, and I'd avoid Italy and Germany in particular if I were you!
