If the alleged off duty crew member said it was ok for the OPs partner to recline their seat before takeoff and if they did this it would have been rectified when the on duty crew members checked the cabin before takeoff.
Agreed. People always recline the seats and the cabin crew always make sure they are in the correct position before take-off.
