Do you have the *exact* details of the changes? Heresay is not evidence.
A change will result in a recalculation. YQ~YR (airline charges) and real taxes/reg fees can change over time and due to route changes.
Some airlines do charge "Local service fees". (that wording was not in far older versions of the rules)

They were calling QF to change dates not points or routing. They assumed that they will be charged at free with some service fee. However, the real situation they faced was charging 125usd for date changes. QF also told one of my friends that they don't care about the ticket rule for RTW ticket, he has to pay if changing.
