Let's figure out what kind of ticket you have. Tickets for Romancecar consists from two fare types, limited express surcharge and base fare. Need both limited express surcharge and base fare to ride on Romacecar.
1)
If your ticket has a seat assignment and the total fare listed as 2920 yen (1610+1310),
you have both limited express surcharge and base fare. You are set.
2)
If your ticket has a seat assignment and the total fare listed as 1610 yen,
you have limited express surcharge only., need to pay for base fare (1310) where you can buy at the station (Shinjuku) before you get on the Romancecar to Gotemba.
3)
If your ticket does not have a seat assignment and the total fare listed as 1310 yen,
you have a base fare only, you do not have a reservation on any specific Romancecar to Gotemba. Need to make a reservation on the specific Romancecar to Gotemba.
As for the luggage space, I think you are confusing with Shinkansen run by JR line between Tokyo-Shin Osaka. Shinkansen has an advance reservation system for passenger with large luggage, Odakyu Romacecar does not have such system and Romacecar does not have dedicated luggae space on a train.
