Yes, it is refundable. HOWEVER .... I think you can avoid paying!
Take a taxi to Madinat Jumeirah or the Jumeirah Beach Hotel, the ones on either side of the Burj. If you walk to the Burj, the path that links the three hotels puts you onto the approach road to the Burj AFTER the security check-point where they relieve you of your cash!
If you are really cheeky, jump in one of the complimentary buggies at MJ or the JBH and tell the driver to take you to the Burj. They never ask for proof you are a paying guest.
