The solution seems to be easier to shift 2lb of weight to another bag than argue the policy that is established and known? With the assumption that there is another bag that's less than 68lb.
As I said it was hypothetical and my scenario is exactly possible under the rules everyone is evangelizing. The real issue is there is a limit to how many can fit in a rental car, even the biggest they have.
