Plain and simple, bags over 70 lbs MUST be processed different due to OSHA and union rules. 70lbs is extremely generous and can not be handled by most individuals BUT it is a hard red line. Not to differentiate will put UA in violation of multiple rules.

Some airlines use a total weight approach but limits are much lower.
