You'll want to wait until after the annual fee gets charged, then cancel. You have 30 days after it's charged for a full refund. Otherwise, keeping a card for less than exactly one year could prevent you from getting future bonuses.
This is considered best practice for Chase and Amex, I'm not sure what the protocol is for the other issuers.
