Just wanted to add a data point regarding using a CSR Visa. After adding the Suica card to my apple wallet this morning, I tried loading the card with my CSR & it was repeatedly declined.
I ended up calling Chase CS & was transferred to a security person who was eventually able to clear the security flag for transactions for the Suica card.
