Does anyone know what this error means in reality "Sorry, you are ineligible to select seat, please check your booking. [E23Z00116]"?

I just booked a CX flight on ba.com (125 ticket) and have BA Gold (Oneworld Emerald) - I should be able to select and confirm a preferred seat (39A on a CX 33P config)?
