you’re conflating two different things.
you can now do this interview through enrollment on arrival – which is a procedure you can do when presenting yourself at the border for admission.
you can do this now at any airport that participates in this program during the hours that it’s open (which is not 24/7). The list is here

you cannot do this at a landside GE enrollment center. You can only do this when entering the country from another flight.
