If there were empty seats, then what would be the point? In that situation the benefit would not be needed to begin with.
The purpose of the benefit was to assure FFs would be able to get on a given flight, even if it was full, denying boarding to someone farther down the food chain if that's what it took as a thank you for that flier's loyalty. That benefit is now gone, representing a further devaluation to SEs / 75ks.
