The old IC in Bucharest was always generous in rewarding status, even on non-qualifying stays. I have no idea though if that generosity has transferred to the new hotel. If it has inherited the Hilton approach to levering cash out of guests' pockets, you might not be so lucky
Otherwise standard rooms at Intercontinentals are rarely good value for money unless you have status or value the location of the property ..... or you are prepared to spend more cash purchasing additional frills and comforts. The Bucharest one is in a splendid position but there are other hotels on the BA Holidays list that are well located, yet significantly cheaper than the IC. You might look at the Hilton Garden Inn (not the one at.the airport!).
Thanks. Yes, contacted the IC but not had a reply. I am thinking it will more likely come down to how open / friendly they are. If they just want to say that their terms say no, there is not much I can do. Not even any payment direct to them I can argue over!
The Garden Inn is my second choice (I have stayed there before). For my dates, it is about £100 cheaper total for 5 nights. I am also Hilton Diamond but assume no chance of anything there!
