Why not message the hotel with your question ? Odds are that their (automatic) initial reaction will be negative, so you could attach the line from IHG's T&Cs to back up your request.
The old IC in Bucharest was always generous in rewarding status, even on non-qualifying stays. I have no idea though if that generosity has transferred to the new hotel. If it has inherited the Hilton approach to levering cash out of guests' pockets, you might not be so lucky
Otherwise standard rooms at Intercontinentals are rarely good value for money unless you have status or value the location of the property ..... or you are prepared to spend more cash purchasing additional frills and comforts. The Bucharest one is in a splendid position but there are other hotels on the BA Holidays list that are well located, yet significantly cheaper than the IC. You might look at the Hilton Garden Inn (not the one at.the airport!).
