You will get a free bag. I have taken many flights on KLM/AF as a Delta Silver (Skyteam Elite) on Light fares, and have received a free bag and free advance seat selection on KLM/AF operated flights.

If you go into your reservation on klm.com it will reflect the free bag and will allow you to select a seat for free.
