Good question. The offers come by email from citibank email addresses, or by snail mail for some people. Here are some email addresses that have sent me some actual offers:
I know some people get offers, some people don't, some people don't get offers for a long time and then they get offers again. I'm pretty sure that there is nothing else to sign up for or change in order to improve your chances. I guess maybe there is some kind of algorithm based on your spending, but I have no idea what it could be.
