The availability of upgrade offers is not dependent on the fare bucket. You could get an upgrade offer with G/K fare buckets, which are the lowest buckets in economy cabin.

There is no difference between upgrade offers at booking, or anytime before booking. Amounts may change, but they are all considered buyup offers.

Even without PlusPoints, you can submit an upgrade request with miles. If there are no positive upgrade space (different from buyup offers above), you would be waitlisted, which can clear at any time up until departure, or not clear.

Going westbound is generally a wholly day flight, so some people skip the lie flat option.
