This is not a PIN to use for payment transactions.

The Personal Security Key is one of several ways
we make sure it really is you we’re dealing with
when you contact us for assistance. If you would
like to set up or change your Personal Security
Key, call the number on the back of your Card.
To my knowledge, American Express (USA) does not issue any personal Chip & PIN cards, although they do so in other countries.
