Then this one:
https://etravel.gov.ph/new-travel-declaration (which works) - This says within 72 hours of arriving

It appears you are getting confused between an eVisa and eTravel. A Visa (regular or electronic) is needed for citizens of countries who need a Visa to travel to the Philippines. If you are a UK citizen and there is nothing exceptional about your planned travel, it's for tourism and not for more than 30days then you do not need a Visa, regular or electronic.

But you do need an eTravel permission - similar to many other countries the Philippines has introduced a Travel authorization system. So I don't think you have a problem unless there is something about your travel plans that requires a Visa, you say the eTravel site is working but you're not yet within the 72 hours before travel?

If you think you do need a Visa then for advice call the Philippines embassy in the UK.
