I really enjoyed visiting the Shiretoko peninsula. The "wilderness area" is tiny but interesting and there are day boat cruises to see bears from offshore. Also from the western side, you can literally see Russia in the distance. But you really have to want to get there as it's not that close to much else. Easiest way is to fly to Memanbetsu and rent a car at the airport.
