Is Air France serving champagne on the ground in CDG when departing in La Premiere? How about Business Class?

Am I correct that airlines have to pay duty on alcoholic beverages served on the ground and which airlines pay duty?

Singapore Airlines seems to be of the view that they cannot pay any duty and hence cannot serve any alcohol. Right or wrong?
