HUACA to 6 different agents and was told the same each time. One agent offered that this was a new rule brought in in February 2024.
For me, I was able to shift the two people I was trying to book for across from my Friends & Family to my Household account, then I’ll move them back once the booking is confirmed. But does seem like it is a new requirement.

KARFA I can't find any changes to the t and cs for GPR and they remain subject to the general terms and conditions. I'm inclined to think you are just getting some poor service from the agents and should HUACA like DavidKN.
- Gold Priority Reward allows Gold Executive Club Members only to redeem Avios points by making a booking from the available non-reward seats, using double the standard amount of Avios.
- Bookings to use double Avios can only be made by calling your Executive Club service centre and cannot be made online.
- Booking must be made no later than 30 clear days in advance of the date of intended travel.
- Gold Priority Reward is only available on British Airways marketed and operated flights and it is not valid on BA CityFlyer, BA EuroFlyer or flights operated by franchise or codeshare partners.
- Gold Priority Reward is available subject to seat availability in the desired cabin of travel of a particular flight.
- Gold Priority Reward bookings are subject to applicable taxes, fees, charges and airline surcharges.
- Gold Priority Reward may not be used in conjunction with Avios & Money, [ii] Gold Upgrade for One or Gold Upgrade for Two; or [iii] Avios for Upgrade or [iv] American Express Vouchers.
- Once booked, changes can be made both on ba.com and by calling the service centre. Cancellations and/or refunds must be requested by calling the service centre. Redemption flight and services fees apply.

Household Accounts allow up to seven individuals who live at the same address to ‘pool’ their Avios together into one cumulative Household Account Avios balance which can then be redeemed by all Household Account members.The Family and Friends list provides added flexibility which allows Household Account members to redeem for up to five nominated individuals who don't live at the same address.
Avios balances are not ‘pooled’ with individuals who are on the Family and Friends list.

You can make changes to your Family and Friends list at any time, however anyone that you add to your list must remain on your list for a minimum of six months.
Regarding the F&F people, you may not be able to remove them from the HHA as soon as the booking is confirmed.
