United Airlines telephone agents are reservation sales agents. They're not trained on the intricacies of the airline experience.
UA and Jeju Air (7C) have a complete set of interline agreements (baggage, paper ticketing, and electronic ticketing). If your itinerary is a single ticket, and your connection at ICN is less than 12 hours and not overnight, UA should be able to check iyour luggage through to your final destination. That's not a guarantee that they
will, especially given
drewguy's (relatively recent) experience, but it's definitely untrue to state that they don't have an interline agreement.
