Had this same issue tonight. Was told that I could only book Gold Priority Reward flights for members of my Household account - and specifically not members of my “Friends & Family” list. HUACA to 6 different agents and was told the same each time. One agent offered that this was a new rule brought in in February 2024.
For me, I was able to shift the two people I was trying to book for across from my Friends & Family to my Household account, then I’ll move them back once the booking is confirmed. But does seem like it is a new requirement.
