YUL is split up into 3 zones--domestic, US-bound, and non-US international. Someone in the Canada forum may be able to explain if it is possible to go into the non-US international zone when departing on a US-bound flight.
This is exactly the reason. If you are flying to USA, those flights are in own area since you do CBP pre-clearance at YUL instead of at arrival airport in USA. As a result, you can't access those lounges located in the non-USA international portion of the airport or domestic portion.
