No but for international travel it is a good idea. As mentioned you might need to immgration, or by a rare hotel or if you need to seek mediacl treatment, ....

Far easier to get it and never worry you might run into a situation where it is needed. (or spending the time researching).

With a notarized letter you will have no problems.
