Not only are you wrong about the marginal rate (ON is higher than QC by 0.2%, most forget to consider the Federal abatement at 16.5% for QC residents) but both QC and ON have the same top-level tax bracket for 2024, $246,752
ON tax is slightly lower for lower brackets than QC to be fair, but nowhere is the QC tax 2x.
