If they’ve told you tech then it will be TD if just delayed or TECY if cancelled. You can go ahead and claim.
EDIT - it was an air conditioning duct rupture on YMMC that caused the tech delay and aircraft swap. Slam dunk territory and your friend shouldn’t face any issues.
