YUL - Priority Pass verbiage lack of clarity

The National Bank one states “The lounge is not accessible to passengers departing on Canadian domestic or US Transborder flights…” so for a flight to the US we can’t use it.

The Air France one has different verbiage. It says, “International flights only.”

I’ve researched it and see differing opinions about whether US is an international flight. I’ve concluded that for the purpose of the lounge it’s not. Am I right and hence this lounge is also out of bounds with Priority pass via CSR?
