It's probably one of those cases where you you have to delve into the details. So to take one scenario, if your connection was 90 minutes and therefore the 30 minutes of countable time led to being IDB then you have a strong argument. If other delays pushed you below 35 minutes anyway then the countable minutes won't change the story. But yes, a delay to weight/balance is not extraordinary circumstances, whether it is claimable or not depends on the details.

Was this BA1399 MAN-LHR on the 6th March? There are 54 minutes allocated to the delayed arrival of the preceding flight, 7 minutes due to ATC restrictions and only 10 minutes allocated to the IT issues with Fly and Altea.
Departed at 1549 vs 1445 and airborn at 1616. Landing at 1705 and on stand at 1711 vs 1545. The additional 15 minutes of Enroute delay will all be ATC inspired (holding etc). As a result i doubt it would be successful but by all means give it a try.
