Especially since in 80% of cases the tourist is Asian (Japanese, Taiwanese, Korean etc.)
Are they going to ask for a resident's card everyone walking down the allies? Being public areas I wonder if that is even legal.
Unfortunately, it will probably end up being that Maiko/Geisha cannot go outside while in costume (similar to most professional costumed performers I suppose).
It's Japan, i.e., it will only be enforced on non-Japanese looking tourists. This is a similar approach to when the Japanese government banned temporary visitor SIMs having a phone number to prevent foreigners from smuggling drugs into Japan (as they "knew" no Japanese would do that). I love Japan and I enjoy each and every visit but the racism does get to me. And yes, I know all you defenders of Japan will immediately jump on me for saying this.
