There is a better way. It's called the PayPal debit card.

PayPal provides a debit MasterCard free of charge to anyone with an account. The PayPal MasterCard can be used for purchases anywhere MasterCard is accepted with only a 1% currency conversion fee instead of the 3% that Bank of America charges for Visa debit card purchases abroad. But the best part of the PayPal card is that there's only a $1.00 charge for ATM withdrawals, whether within or outside the U.S. The daily withdrawal limit is $400 USD and the daily debit purchase limit is $3000.

It's easy to fund a PayPal account (and no, you don't need to be an active eBay seller or buyer to do so)...your son can make a deposit directly from his B of A checking account to his PayPal account, also with no fees. You can even use your credit card or checking account to transfer money to his PayPal account, but fees do apply in this case. Transfers from checking take three to four business days to clear, but credit card transfers clear instantly.

I also bank with B of A but use the PayPal card exclusively when I'm traveling abroad. Bank fees (especially the $5 for an ATM withdrawal!) are an unnecessary nuisance that PayPal helps eliminate for the most part.
