Carrying food from non-Schengen EU to Schengen EU

Is carrying food from non-Schengen EU into a Schengen state permitted? In particular, a sandwich with meat and veg is what I'd like to carry.

This reference seems to say it's allowed generally to carry food freely around EU:

However, it does not say anything about Schengen/non in particular.

Edit: now I count the EU states and think it's fine
