I wanted to add a data point.

I was traveling D1 from a neighbor island recently via a Hawaiian airlines connection in First Class. As we were in First Class on Hawaiian, we had a baggage allowance but were over weight. I knew and expected to pay for the overweight bags when we checked in with Hawaiian. When prompted by the agent, I asked if the DeltaOne baggage weight allowance applied, and he said it did not. He offered that we could move things between bags and I told him it is what it is and I’ll pay the fee.

I gave him my credit card to pay the fee, he checked the bags, then he told me to buy a nice dinner, as he wasn’t going to charge for the overweight baggage. He told me he has had some passengers get irate with him due to confusion about baggage allowances and since I was cool about it he wasn’t going to charge.
