My guess is 50/50 (I have probably contacted over 100 Hyatts in the past few years with this question) Just ask the hotel directly and you'll know. The Andaz, where we have an upcoming stay, said that they would allow 4 of us in a Base Twin room since my second child is 6 or under. I feel like Hotel Toranomon Hills will be more accommodating in a suite, however your kids are at an age where they might be considered adults. Most likely the 14 yo will be. So it's tricky. Just email them to ask.
