I don’t think that’s the same tour. The website quotes the Kiyomizu-dera tour at 18,150 yen tax and service charge inclusive per person, with a minimum of 2 people.
I just don’t think going to Kiyomizu dera at 10 am is particularly enjoyable, regardless of price.
