I too am interested in knowing what's the deal as I travel back to Taipei fairly often from SF.

You can find award tickets via EVA's website directly; I was able to recently book a J class SFO->TPE in April. But again, EVA points are hard to come by and I have a Citi card specifically for them...
I just checked again for next 7 days, EVA showing Tues/Wed available for the morning flight. But nothing on United or other *A partners websites..... definitely seems like EVA stopped releasing J award to partners.

If you're based in SFO, you still have United as backup... UA saver award for J seems fairly common between SFO and TPE. But if you're in LAX or JFK, your star alliance carriers' miles are getting worth less.
