The workaround I am probably going to do if I am traveling with a rental in NY (where the toll discounts with a NY transponder are substantial) is carry my NY transponder but register the plate to my North Carolina account (which does permit the plate to be entered on a temporary basis). That way, if tolls don't register again, I have a confirmation e-mail I can provide to at least waive the admin fee.
