You will have plenty of time to connect to make your flight. T3 borders TBIT. Shouldn't be too long of a walk, and it is all post-security. You should have an hour and a half or so to get off the plane and walk before boarding time, which is plenty.

As far as checking goes, it depends how far back you board. If you are in one of the Main Cabin 2+ boarding groups, it is technically possible that you could find a plane with full luggage? However if you are traveling internationally with Delta they can ticket that through, or you can talk to the Gate Agent prior and let them know you have this scenario and need your luggage for the second flight. If you are on a separate ticket with another airline, you will possibly cut it close with picking up your bags and having to go back through security (Precheck, clear, etc?).

I would say your biggest risks are your boarding group in SEA as well as if you have to exit security and re enter should your luggage be gate checked.
