It is what it is. JAL has a trans-Pacific Alliance with AA, but obviously not AS since AS has no flights to TYO.
Also, AS cant see many J/F seats that are available on AA/Qantas.
AA is obviously going to have more seats available on its own metal than it makes available to partners. It is a very common practice these days. Qantas: same.
AS also costs more miles than AA...
Not always. West coast to Japan is the same in J. Points devalue over time pretty much in every program. If you want to book with the lowest amount of points you need to have access to multiple programs. If you don't fly multiple programs CC points are one way to do this. I think JAL itself has fairly decent redemption rates US-Japan but I never hear anyone complain that JAL's rates are lower than AA/AS.

Correct, they are not always the same. My guess is there is some common OneWorld inventory available to all OneWorld partners, but there may also be specific inventory allocated to different partners, perhaps preferred partners?
