I would focus on PBH in isolation and work backwards after you figure out the cheapest routes in and out. Basically, PBH is going to be expensive, no matter what, but surely some routes are cheaper than others. Furthermore, you don't need to think about using connections to possibly save money (the lack of this variable simplifies your task).
