For DEL-TPA in business, not a chance, that is closer to the price of a money+miles RT economy ticket.

If you purchase a cash ticket and then waitlist for a mileage upgrade, it will be 30K miles+$500-$600, each way on top of the economy ticket and very low chance, without high UA status, of clearing.
