APD on a premium economy seat will rise £22 to £216 on a transatlantic flight, or from £26 to £28 on a short-haul flight"
No BA passengers will be paying the £647 as BA doesn't operate any aircraft with fewer than 19 seats. Essentially, that rate is for private jets. The highest rate will also £673.

Premium Economy and Business Class pay the same rate of APD.
