Technically you have to change the flight on delta.com for them to take over the reservation, then from there you can cancel for an eCredit. The reservation takeover is free on delta.com but costs $50 if you talk to an agent.
Note that if you book an Agency/BULK fare, Delta is not able to take over those bookings. I was never able to find a location in the Capital One portal where you could get to the actual fare rules like you can with Chase and other bank portals.
