Plain hamburgers at McDonald's in Paris are €1. If they were €3 ($4) you'd certainly hear people complaining.

Federal minimum wage is $5.15 per hour. In some states, the minimum wage is higher than the federal minimum wage. Minimum wage in France is €7.61 (as at July 2004).
