I'd say you would have to call to try and get AC. It may be that DTS (the website) only lists US flagged carriers.
Beyond that, I'd say it probably just depends on what your approver allows.
Yes, I did see UA as the preferred on both of those itineraries, but YYZ doesnt show up in the GSA City Pairs program....
