We've had plenty of similar questions (X hr stopover at HND/NRT, what should I do).

If you have time.and want to explore, sure.

1) stay at HND. There's an (paid) onsen at the HND T3 new wing landside, soradonki at T3 landside(~walmart for trinkets/snacks/lotions/...) as well as plane watching area , restaurants/....
2) if you have a suica (or don't mind getting one especially if you have iPhone), can travel into Tokyo downtown. Central Tokyo could be doable especially if you're familiar with tokyo, somewhere close by like Kamata/Kawasaki is also definitely doable

You land 2pm and depart midnight? You're not fighting with any peak hour rush (if you were landing 6am and heading into Central Tokyo, then you'll see the peak hour rush)
