I don't know the answer, but if you mean the CP at the Excel Centre in Docklands then it is a recently rebadged Holiday Inn, which may affect the availability or not of a lounge etc.

Really, the Excel Centre is at the end of the earth. Unless you are planning on spending all day and all night at Excel then consider, say, the brand new Marriott at West India Quay (Canary Wharf) of the Canary Wharf Four Seasons. At least you will have 200 shops and probably 50 bars and cafes for company, and you're only 10 minutes on the Docklands Light Railway from Excel.
